Expression of Interest

Project Description and Themes  

Under the authority of the CACA, the Cathedral Village Arts Festival (CVAF) has a mandate to be a creative celebration of community through the arts. Our values include: our community; inspiration and creativity; integrity; inter-generational renewal and fun. Among our goals are to expand the community’s awareness of all of Regina’s artistic disciplines, to creatively engage the citizens of the larger community and to enhance a supportive environment for creativity. We look to strengthen the cultural community through meaningful partnerships, and to improve awareness and access to arts and cultural activity.

We are looking for talented artists to create street art murals in and around the Albert Memorial Bridge foot tunnel.  The themes we are seeking this year include:

  • Recognition of the land and the history of the Wascana Creek, as derived from the Cree word Oskana. 
  • Celebration of the Cathedral Village Arts Festival’s 30th anniversary, focusing on the theme of ‘Pearl’ 
  • Limited panels will be available as a ‘free wall’ where there is no theme. 

All preparations, supplies and finishing work will be the responsibility of the artist, including the use of appropriate paint for adhesion and withstanding exterior conditions. The nature of street art is that it is temporary, it is meant to be replaced and changed as the neighbourhood and the themes that are important also change. Thus, there will be a limited lifespan of the artwork as per the decision of the CVAF committee and art maintenance plan. Pending the public health orders of the day, all safety measures will be managed as the art is completed. Artists must be flexible in their availability to complete the project due to weather conditions. 

Rates

Artist pay will be based on CARFAC rates plus proposed material cost. Initial funds will be distributed for materials upon artist selection and signing of contracts. 

Mural Location

The Albert Memorial Bridge spans Albert Street along the north-west side of Wascana Lake. The foot tunnel is located underneath the north section of the bridge providing access to the neighbourhoods to the west. See attached reference photos. 

Artist Eligibility

We are looking for artists that reside within the Regina city limits. Applications under the age of 18 must have parental permission to apply and must have parental supervision during the project. We are seeking new and established artists with equal weight given to both in the selection process. We actively seek applicants of Indigenous backgrounds. 

Art Maintenance Plan

Street art and murals are temporary in nature. The lifespan of the mural will last no longer than a few years and these murals will be renewed yearly on a rotating schedule. Should vandalism or damage occur before the mural is replaced the artist can repair the damage at their own expense or the whole mural will be covered up until it can be replaced. 

Application Requirements

Failure to complete all requirements can result in omission of application. 

  • Application form completed 
  • Proposed concept (sketches and brief description, time requirements)
  • Proposed budget for materials (artistic materials ie. brushes, paint, spray paint, additional lighting, etc.) 
  • Ability to provide professional reference relating to past artwork or murals (upon request)
  • Work samples of past mural or artwork (maximum 5) 

SUBMISSION & AWARDS PROCEDURE 

A selection committee will review all completed applications with artists being contacted by early May 2021. All proposals must be received no later than 5:00 PM on April 1, 2021. Proposals can be sent via application form. Late submissions (online or by mail) will not be accepted.
